Top up campaign budget from main wallet

https://highpay-ads.com/api/v1/smart-links/campaigns//fund

Deducts amount from the main wallet and adds it to campaign.budget.
Minimum top-up is 0.10. May reactivate a campaign that was system-paused for
insufficient funds.
