Create a CPV Smart Link campaign

Creates an active CPV Smart Link campaign and funds it from your main wallet.

Minimum budget is 0.10. bid_amount must meet the platform CPV floor.

Set network_enabled=false to serve only via your own Smart Link API / own zones
(your end users). Set true (default) to also run on the Highpay Ads Smart Link network.

target_countries is an ISO alpha-2 allowlist. Omit or send an empty array for worldwide.
